This is a great rig for fishing at anchor because anglers can lift lightly to provide a little life to the top bait while genlty dragging the lower bait across the bottom. Clam and squid are the usual offerings but some sea bass experts place a live killie on the top hook in the hopes of tempting the largest knuckleheads.
